Sir,
With reference to previous correspondence resting with your confidential (2) despatch of 22nd December, 1939,
regarding certain substantive promotions in the Education
Department, I have the honour to inform you with regret that
5 in the preparation of my confidential despatch of 9th October,
1939, it was overlooked that the appointment of Mr. D. M.
Richards to be Senior Master as from 29th November, 1938,
would take effect before the promotion to Senior Master of 21050 Chr. G. E. S. Upsdell, which was approved in your staff

despatch No.3 of 5th January, 1939, since the retirement of
Mr. E. J. Edwards, formerly Senior Master, did not take
effect until 16th January, 1939.

In order to remedy the accidental wrong that has
been done to Mr. Upsdell I propose therefore, subject to your
approval, to vary the dates of the appointments to Senior
Master of Messrs. Upsdell, Richards and Reeve as follows:
Mr. Upsdell to be Senior Master with effect from 29th
November, 1938, to fill the vacancy resulting from Mr.
Handyside's promotion to Senior Inspector of Schools; Mr.
Richards to be Senior Master with effect from 1st January,
1939, to fill the vacancy resulting from the appointment of
Mr. Upsdell to be Principal, Central British School; and Mr.
Reeve to be Senior Master with effect from 16th January, 1939,
